2007 Nuisance Building Removal Project

A brief description of this project is the complete removal of three homes located at 137 Deane, 118 Monica and 403 Rayburn. The homes have been
through the process defined in Article IV of The Sunset Hills Building Code (Sections 7-105 to 7-120) and have been ordered removed by the City Engineer.
All costs associated for the removal of these structures will be assessed in Tax Bills filed with St. Louis County at the completion of the demolition activities.
2007
- 10-24-07 - City Staff issued the final form of the Notice to Bidders in Addendum #3 of the bid package after all proper Asbestos Assessments and their results
were received.
- 10-25-07 - At 10:00am, the City received the bids as tabulated below:

- 11-13-07 - The Board of Aldermen approved the low bid submitted by Aalco Wrecking.
- 11-15-07 - Aalco Wrecking was sent a Notice of Award for this project.
- 11-21-07 - Payment & Performance Bonds, A Certificate of Insurance and signed Contracts were received by the City for this project.
- 11-24-07 - A Pre-Construction meeting was held with Craig Thieret (Project Manager for Aalco) and City Staff to cover the particulars of the project.
A Notice to Proceed and Zoning Approvals needed for permits from St. Louis County were issed ot Aalco Wrecking. They expect to be started soon with
the clean out of 137 Deane and mobilization of the asbestos abatement contractor to 108 Monica and 403 Rayburn. After clean out and asbestos is removed,
Aalco plans to have a trackhoe with a clamp attachment to remove the structures. All of this is contingent upon approvals from St. Louis County for the
building permits. At this point, it is hoped to be started within the next 2 weeks and the project completed before the end of December. Aalco will be in
touch with City Staff daily to post updates of the project here.
- 12-6-07 - Aalco Wrecking indicates that Asbestos Abatement notification has been made with St. Louis County and this contractor is scheduled to work
on these three homes next Wednesday through Friday (12-12-07 through 12-15-07). The plumber is scheduled to come in and destroy the water laterals to
these homes next week too.
- 12-7-07 - Bellon Environmental is on-site at 118 Monica to perform siding removal on this premises today. This is ahead of the schedule that was provided to
the City yesterday by Aalco Wrecking.
- 12-10-07 - Bellon Environmental is on-site at 137 Deane this morning. They have their permit from St. Louis County and have started on this project.
Bellon is working in the basement at this address to remove floor tile here. They hope to be removing the exterior siding to 137 Deane tomorrow. Bellon is
employing methods prescribed under Certified Federal Register (CFR) and are a licensed Asbestos Abatement Contractor. Tomorrow, they hope to be removing
the exterior siding to the 137 Deane. This transite is considered a non-friable form of asbestos and will allow for what is known as a "Wet Process" to remove it.
Residents are advised that they will see workmen in white suits and respirators, but they are in no danger as this is a precaution for the workmen performing the
removal, as prescribed in the CFR. Another precaution will be air monitoring that will be done by Bellon to document that their removal effort is going as planned.
137 Deane, 118 Monica and 403 Rayburn were posted with signs by the City today for project information after verification of the proper permits from St. Louis
County. Residents can check here daily to monitor the progress of this project.
- 12-11-07 - Bellon Environmental is on-site at 137 Deane this morning. They completed their removals inside the home today and have removed the exterior transite
siding of the home too. They are now focused on the shed in the backyard for the removal of the transite siding on the rear part of this structure. Bellon expects to move
to 403 Rayburn tomorrow to perform removals there and they expect to have that work completed in one day. So far, Bellon's plans have worked on or ahead of schedule.
- 12-12-07 - Bellon Environmental is on-site at 403 Rayburn this morning. They completed their removals at 137 Deane yesterday. They hope to be complete with
the asbestos abatement portion of this project today. Aalco reports that they are still seeking approval of their demolition permits from St. Louis County. This will happen after
final air samples are taken and recorded from the asbestos abatement portion of the project. Laclede Gas received their excavation permits from the City at 137 Deane and
118 Monica for their shut off of gas service to these homes.
- 12-13-07 - Aalco Wrecking reports: Bellon Environmental will be sending Aalco letters of abatement certification soon. These will be sent to St Louis County
Department of Health. Once received at St. Louis County, they should approve the permit to allow Aalco to demolish the structures. Laclede Gas indicated to Aalco
Wrecking that their work should be completed by Monday, December 17. Ameren is non-committal to Aalco Wrecking as to when their work will be completed, citing
power-outages as a reason. Ameren has assured Aalco that the orders to remove service have been issued. Aalco's plumber will be finishing their work tomorrow.
- 12-19-07 - Aalco reports: The weather has hindered our progress a bit; our plumber will not be finished until tomorrow and Ameren has yet to complete their work at 403 Rayburn.
Laclede has completed their work at all three addresses. We will be picking up St. Louis County Department of Health permits for Monica and Deane this afternoon.
- 1-2-08 - Aalco reports: We expect to get our permits this week as our paperwork from St. Louis County is finally coming in.
- 1-7-08 - Aalco reports: We intend to move in and start demolition tomorrow, January 8, 2008.
- 1-8-08 - Rain today.
- 1-9-08 - Aalco knocked down the home at 403 Rayburn this afternoon.
- 1-10-08 - Aalco is removing the debris associated with 403 Rayburn today.
- 1-11-08 - Aalco is removing the debris associated with the foundation of 403 Rayburn today. They mobilized the trackhoe over to 118 Monica in the afternoon.
They will pull this structure down on Monday and surround the open hole with construction fencing. After debris removal from the site, they will be hauling
in dirt for this hole to bring the site back to grade. Aalco has this dirt available, but it may be too muddy to handle right after 118 Monica's removal, so the
construction fencing may remain in place until time as the fill dirt can be placed in the excavated foundation.
- 1-14-08 - Aalco is removing the structure at 118 Monica today.
- 1-15-08 - Aalco is filling in the open hole at 118 Monica today.
- 1-22-08 - Aalco reports today: Monica and Deane are down and we are hauling dirt to the sites for backfilling as weather permits.
- 2-11-08 - Aalco is onsite at 137 Deane to start the removal of these structures today.
- 2-15-08 - Aalco reports: Demolition is 100% complete at Deane and Monica. Rayburn still needs a couple loads of clean fill;
it's too wet to haul in dirt right now, but we will try to complete this last building next week, weather permitting.
